Program of construction workplace prevention

Safety planning is based on the concept that the aspects of QUALITY, PRODUCTIVITY and HEALTH are inseparable in the workplace. Together, or all alone, each influences the other. To perceive of one aspect in isolation while determining the appropriate method for a job would only invite confusion and miscomprehension which would lead in turn to workplace accidents, equipment damage and material losses.

It is not possible to carry out a job safely if these interconnected aspects are not treated as a whole aiming at a common goal. EFFICIENCY means better use of PERSONNEL - EQUIPMENT - ENVIRONMENT with a view to obtaining better results.

The normal work procedure is the safest one that will accomplish a dangerous job without deviating from maximum efficiency. The implementation of all procedures to bring about participation in prevention in our business depends on identifying dangerous jobs. The correct assessment of jobs insures all important aspects have been considered and evaluated in order to reach a unified, overall concept of the work to be done.

To work appropriately, one needs to consider all the factors, including safety, prevention, quality and productivity in order to have a logical assessment of the steps leading to the job’s completion.

Using this approach, the team work and participation of all stakeholders are imperative in reaching our objectives. The present workplace safety program will serve as a basis for all these steps.

Company Health and Safety Objectives
  1. Elimination at source of any danger to health, safety or physical concerns of workers.
  2. Application of regulations prescribed by the Safety Code and in law as required under Act S-2.1 and other regulations.
  3. Improving workplace quality of life.
  4. Increasing efficiency of workers while insuring a clean, safe place to carry out their duties.

Management’s Responsibilities
  1. See that workers have a healthy workplace and insist supervisors at all levels observe regulations (Act S-2.1).
  2. Supply equipment and tools in good condition.
  3. Install needed guards on machines that require them (and/or as required).
  4. Plan and organize all work so that it is carried out safely.
  5. Make inquiries following any accident in order to determine the cause and ways to avoid such an accident in future.
  6. Through instruction, training and motivation, encourage employees to follow established safety procedures.
  7. Implement general and specific safety rules.
  8. Supply equipment for personal protection as required under the regulations (Safety Code S-2.1 R6).
  9. Ensure workplace manager observes our prevention program.

Responsibilities of Project Supervisor or Manager

Project supervisors or managers are Management’s representatives and are responsible for the application of the Company’s safety policies.

Project supervisors or managers are responsible for:

  1. Follow through of program and bringing about needed corrections so work may be done completely safely;
  2. Checking safety procedures before start of each and every phase of operations;
  3. If applicable, follow through recommendations and suggestions of forepersons;
  4. Hold meetings of forepersons, as needed, to identify specific workplace safety needs.

Forepersons’ Responsibilities

The foreperson is the key person of the health and safety program. They are responsible for the safety of their team and consequently they are required to accomplish the following tasks in order to prevent accidents:

  1. Train and educate the team and subcontractors in use of safe and efficient work methods and procedures;
  2. Ensure workers wear proper protective equipment and use needed safety equipment;
  3. Ensure a healthy work environment for their team;
  4. Inform our Company of any accident involving their team, report such accidents to the safety committee;
  5. Report workplace accidents to their supervisor;
  6. Ensure that any injured persons receive necessary care (or see a doctor) following an accident.
  7. Take necessary corrective measures to eliminate dangers to their team and other workers who are on the worksite;
  8. Attend safety meetings;
  9. Implement prevention program and measures set down by workplace committee or the foreperson.

Worker’s Responsibilities

All workers must:

  1. Work according to established safety methods;
  2. Reporter any unsafe conditions or practices and suggest ways to correct them;
  3. Observe regulations and use protective equipment provided and protective devices prescribe by the law in Quebec;
  4. NEVER START A JOB THAT THEY ARE NOT FAMILIAR WITH OR DO NOT UNDERSTAND;
  5. Immediately alert their foreperson of any accident or serious incident and if there has been an injury, however small, report it immediately;
